Can someone create a build-to for the PL9 ?

for all the cars increasing in RQ and going up a rank..... can anyone make up a quick "how to" upgrade list for the cars? like whether to go 969, or 996...... I find it very very rare to ever see a 699.
just trying to figure out what the best option is some of the vehicles.
I know some people love making lists and being perfectionists.... so hopefully someone can do that for this :)    thanks ahead of time
( I know there is a site that lists all the variations of upgrades, but, it doesn't actually tell you which one is really the best option )
like the caterham seven 270... is 699 or 969 best?
the Cadillac xt5... same thing. just as an example

    033 is almost trash now when it comes to B and below. Even on dry asphalt, 303 is likely the better tune. All my former grippy Lotuses keep suffering 🙄

    I have real trouble deciding between 332 and 323 on my Patrol Nismo. I've had mine at 322 for months, wish I had two of them.

    I would suggest in this case, go 323

    Unless you're in a Nissan or JP only event, the Land Rover will have it beat

    in my experience 969 is more useful as the second one, my 996 saw a lot more use

    330 for me if I had one (none and likely none till after PL9. BIS car in Japanese non-asphalt events with drags. I've lost so much because I lacked a gawddamned Nismo Patrol.

    I made my first one 969 and regretted it for aaaages until I finally pulled another. Definitely make it 996

    okay, so how would you go about the third one then, if at all : D? I've got a 996 and a 969, only once saw a use for the second 996 (in some club race) but I suppose it'll be more useful as food for a legend?

    I've decided to solve this dilemma by upgrading it to 3.3/3.0/3.0 for now.
