Rarity changes and corrections in PL8 (March 2019)

With the upcoming release of PL8, the following cars will change in rarity:


List of corrections is as follows:
Notes on rarity/RQ changes
To determine RQ, all cars are run stock on a representative sample of tracks. We note their relative rank in three types of conditions: dry, wet, and off-road. The condition it performs best in is weighted most heavily when determining the overall rank; the condition it performs worst in is weighted the least.
The latest version of the RQ balancing encompasses the following changes:
- Includes all the cars that have been confirmed since the last RQ rebalance (which includes many cars for future updates)
- The corrections listed above
- The fix to heavier cars being faster up hills
- The traction changes for 4WD vehicles (where 4WD Perf tires are now much weaker on off-road, and a bit weaker in rain, relative to other 4WD cars)
Do note that some 4WD perf vehicles are differently affected by this combination of changes:
- Some (not many) rank higher in dry than in wet, so their dry performance is more heavily weighted, and their RQ is less impacted by the traction change
- With this latest RQ run, quite a few more Slick tire cars are added to the list, which improves the ranking of 4WD perf cars in the wet (as there are more cars that they beat). This somewhat offsets their slightly reduced effectiveness in wet with the traction change.
- The distribution of newer cars also affects how much a given car's rank may change.

Why would you downgrade Mitsubishi Lancer Evo IV?!!? It is one of the key cars in 90s events and I just recently upgraded it...
And no fix to Demon
Guess I’ll just have to list this picture as being wrong again for about the 6th time and hope it gets done in the next update. 🤷🏻♂️
Personally I am anticipating for the Bugatti MRA boost. Needed it for a long time.
That D-type change is interesting. Is most of the speed being lost towards the top end of the 0-60? It's hard to see it beating the ZR2 and staying ultra-rare if it's losing its low end speed as it's already slower past 60ish.
Also, Nerfing 4wd + perf cars then quattro moving to super rare seems extremely bizarre
I have 2 of these 10 cars, guess which ones... sigh

Wait, what? 1 of the weakest MRA cars I can think of is adding 1 second to its 0-60 and it's still a B? There must be some kind of MRA adjustment too?
How did we go from the list for review below in December to the very short actual list of corrections?

S30 2018 McLaren 720S: Now that the car has been released its proven to be much better. The new tested 0-60 is 2.5 seconds! And the drag times are far better then they are in game. (link, although not sure if using race fuel)
S29 2017 Porsche Macan Turbo S Performance Pack: 0-60 4.2>4.0, or even 3.7s as per this test: (link). Note The Performance Package is called the ‘S’ in other markets. This link suggests a 0-60 of 3.5s (link)
S29 2018 Porsche 911 GT2 RS: Handling of 92 should be the same or better than the 2015 911 GT3 RS (93 handling) due to increase in downforce and better tire technology. Compare Nürburgring Nordschleife lap times - 2015 gets 7'20", 2018 gets 6'47". (link)
S28 2017 Dodge Challenger SRT Demon: Seems to combine race flashed ECU + race fuel + skinny front tire version with regular version, and MRA seems slow. 840 peak power and 2.3s 0-60 time suggests race-flashed, but that would do a 1/4m in under 10s (rather than 10.3s seen in-game); race-flashed also should have much worse handling with those skinny front tires. (Discussion with links from this post onwards)

F5 1991 Chevrolet Caprice: The 0-60 for the Caprice should be closer to 10 seconds (current in-game is 12.5s). Even the heavier wagon pulled off a 10.5 second run in 1991. Here's the video. (link)

C18 1981 Chevrolet Corvette ZR2: Should be 1971. (link to Superchevy.com)
C17 1997 Volvo 850 AWD: stats are correct, but the image is wrong (it shows a 1992/1993 GLT model). The correct image should be a 850 station wagon (that was the only 850 that came in AWD form). Also: "Current picture shows a 1992 sedan 850. All AWD 850s were wagons and had the later facelift (1994-1997)."
C16 1984 Chevrolet Camaro IROC-Z: The IROC-Z didn’t appear until 1985. The year and specs associated with this card would suggest the 1984 Camaro Z/28. The image and name need to be corrected.

C16 2016 Subaru Outback: Wrong pic - it shows the 2008 model
C15 1970 Chevrolet El Camino SS 454: Incorrect image
D13 2016 Ford Focus ST TDCi Estate: this pic should be a facelift model
D12 1996 Citroen Saxo VTS 16V: "The Citroen Saxo is wrong as the year is 1996 and the photo is of a MK2 version that came out in 1999 onwards."
D10 1992 Renault Safrane Biturbo: Wrong picture, see link for correct pic (link)
E10 1976 Porsche 924: image is of a 924 Turbo, not a regular 924. The offset hood scoop and extra grille intakes in the bumper are of a turbo model.
E9 2011 Chevrolet Aveo: Picture is actually of a Chevrolet Sonic
E8 1978 Ford Capri 3.0 S: incorrect picture. Depicted is a more modern Capri 2.8i, recognizable by alloys, side mirrors in a chassis paintjob and a thin red line on side of the car. The 3 litre in S spec had "S" vinyl sticker on lower part of it's side and classic "daisy" alloys.
F6 1981 Ford Fiesta XR2: "The Ford Fiesta xr2 is the wrong year. I told them about this before the update as they had the year as a MK3 Fiesta xr2i but a photo of a MK2 xr2. Now they have gone wrong the other way and have the year as a MK1 xr2 instead of a MK2 xr2 that it is."
F4 1993 Suzuki Wagon R: Wrong pic - this is a 2010 Wagon R
F4 1997 Mercedes-Benz A 160: Wrong pic - card says 1997, but the pic is a newer model
